Animation not rendering properly.

I'm using XNAnimation for a game I'm creating and I'm able to use it with several models without an issue.  However, I'm having difficulty with one .FBX model and I'm stuck.  When I use the quicktime plugin the animation is fine, so the problem lies in my code.

The animation as it's supposed to, looks as follows:

Correct

And in my code (the view is top-down) it looks as follows:

Incorrect

Does anyone know what might be making his arms flap around like that.  (I'm pretty sure I'm rendering the correct frames and I've tried playing with other frames just in case, with no success).  I'm a newb with XNAnimation and 3D programming in general and I realize that the explanation may be time consuming so if anyone knows and can at least point me in the right direction I would greatly appreciate it.

I don't know which program you are using to create your FBX, but if all the other models work OK, why should your code be messing it up?
It's probably an FBX issue. So...what tools are you using?

I've had tons of these type of errors in my "career", and I bet it's something like:
* No reset XForm / transformation before rigging the character
* File not saved in bind pose when exporting
